ENVIRONMENTAL NOISE & PLANNING

Overview

Ken Dibble Acoustics are able to provide a range of services having relevance to those requiring an environmental noise impact assessment in respect of a proposed process or undertaking, relocation of an existing noise generating activity, or assistance in complying with noise related planning conditions in respect of proposed housing, industrial or leisure developments.

Housing Development

Noise is a key element to the planning process. Central government thinking on the effects of noise on housing is set out in the DoE planning policy guidance document PPG/24 "Planning & Noise".

Most regional planning authorities will require an applicant to determine which Noise Exposure Category will apply to the proposed development.

In the event that NEC C or D should be found to apply, the applicant will also be required to submit proposals for enhanced acoustic insulation so as to reduce the noise levels within the dwelling - or may alternatively impose conditions to that effect.

KDA are able to carry out the necessary noise climate survey of the site, to assess the PPG/24 NEC and to devise any noise control measures that may be required - either for presentation to the local planning authority in the normal course of events or as testimony at a planning appeal hearing.

Industrial Development

The effects of noise from industrial sites is usually assessed according to BS4142 "Method for rating industrial noise affecting mixed residential and industrial areas" and is the preferred procedure under PPG/24.

Often, an industrial relocation will be assessed by monitoring the processes carried on at an existing or similar site and modelling the impact thereof on the noise climate conditions of the proposed or new site.

KDA are able to undertake the noise climate survey of the sites, to monitor existing or similar process noise, to import this data into the new building or environment and to carry out the necessary assessment in accordance with BS4142.

Entertainment & Leisure Development

This is an aspect of the planning process which is not effectively addressed by PPG/24 yet which is the source of much concern - due in part to the large numbers of noise nuisance complaints which arise from such developments, the vociferous objections usually raised and the absence of any nationally agreed code of practice or standards.

Consequently, many local authorities seek to impose their own - sometimes excessively onerous and sometimes ineffective requirements - by way of a knee-jerk reaction to the weight of public opinion in this uncertain minefield.

KDA are able to demonstrate considerable expertise in this particular area, having developed our own in-house modelling approach to the prediction of the likely noise impact of such developments on a given neighbourhood or environment.
